Chief Minister Yogi Adityanath launched UP TEX-2026,

discusses with industry to increase investment, employment and exports

'UP Tax Mitra' portal, Handloom Weavers' Prosperity Scheme

and Textile Sector Training and Skill Development Scheme launched

08 Sept (HS): The Yogi government has taken another important step towards

developing Uttar Pradesh as the country's leading textile and apparel industry

center. On Tuesday, Chief Minister Yogi Adityanath inaugurated the two-day UP

TEX-2026 at the Indira Gandhi Pratishthan in Lucknow. Along with this, the Chief

Minister launched the 'UP TEX Mitra' portal, Handloom Weavers' Prosperity

Scheme and the Uttar Pradesh Textile Sector Training and Skill Development

Scheme. Along with this, investment related letters and cheques were

distributed and MoUs were exchanged.

At the event, Rakesh Sachan, Minister of Handloom and

Textiles, Khadi and Village Industries, and Silk Industries, provided detailed

information about the potential of the textile and apparel industry in the state,

government policies, and the facilities available to investors. He stated that

the government is working closely with the industry to take the textile and

apparel industry to new heights in Uttar Pradesh. He stated that efforts are

being made to connect the state's traditional arts, handlooms, handicrafts, and

modern textiles with the global market, in the spirit of making tradition

a passion and demonstrating the power of Swadeshi. Welcoming investors,

entrepreneurs, weavers, and craftsmen from across the country to UP Tex-2026,

he stated that this event is the result of the Chief Minister's visionary

initiative to bring the state's textile and apparel sector together on one

platform.

He said that just as the country's textile industry has

gained a global platform through major events like Bharat Tex under the

guidance of Prime Minister Narendra Modi, UP Tex is being organized for the

first time in Uttar Pradesh under the direction of Chief Minister Yogi

Adityanath. Its objective is to create new investment and employment

opportunities by bringing together entrepreneurs from the state's handloom,

textile, apparel, technical textiles, and handicraft sectors.

Minister Rakesh Sachan stated that under the leadership of

Chief Minister Yogi Adityanath, the state's infrastructure has undergone

unprecedented transformation in recent years. Expressways, roads, railways,

airports, uninterrupted power supply, and improved law and order have made

Uttar Pradesh one of the most attractive states in the country for investment.

He stated that the state's developing extensive expressway network, increasing

air connectivity, including Jewar Airport, and a strong industrial base are

creating a favorable environment for investors. He added that a large number of

investment proposals have been received through investor conferences held in

the state, and groundbreaking ceremonies have been held for investment

proposals worth approximately Rs. 10 lakh crore. Investment proposals worth

approximately Rs. 56,000 crore were received in the textile and apparel sector,

of which proposals worth approximately Rs. 6,000 crore have been implemented

through groundbreaking ceremonies.

Minister Rakesh Sachan stated that Uttar Pradesh is now

establishing a strong national presence in textile and apparel exports. In the

2025-26 financial year, approximately Rs. 35,000 crore worth of handicraft and

textile products were exported from the state. He stated that the garment

industry in Gautam Buddha Nagar and Ghaziabad, the hosiery sector in Kanpur,

the silk sarees in Varanasi, the carpets in Bhadohi and Mirzapur, the

chikankari and zari-zardozi in Lucknow, the home textiles in Pilkhua, the

sportswear in Meerut, and the textile printing in Farrukhabad are Uttar

Pradesh's distinctive identity. He added that many traditional products from

the state have received GI tags, enhancing their global recognition and market

potential. The government is placing special emphasis on connecting weavers and

artisans with the modern market through design, branding, packaging, and

digital marketing.

Minister Sachan stated that the handloom sector is a vital

pillar of Uttar Pradesh's economy and cultural heritage. More than 200,000

handloom weavers are employed in the state. The government is working to

provide national and international markets for weavers' products by connecting

them with design, branding, packaging, and digital marketing. The government

has also promoted training and skill development by providing

scholarships/stipends totaling approximately Rs. 8.4 million to students in

Varanasi.

Minister Rakesh Sachan said that the state's industrial

policy should not remain confined to paper only, but that Chief Minister Yogi

Adityanath has given clear instructions that the prescribed incentives should

be provided to investors in a timely manner. He informed that under the 2017

textile industry policy, incentives worth approximately Rs 322 crore have been

provided to approximately 116 investors. Under the 2022 policy, incentives

worth approximately Rs 96 crore have also been distributed. He informed that

under the state's textile industry policy, various facilities including capital

subsidy, stamp duty exemption, interest subsidy, land and electricity

concessions are being made available to entrepreneurs. The department is also

providing up to 90 percent assistance to entrepreneurs from the state

participating in international and national fairs.

Minister Sachan stated that the PM Mitra Park is being

developed on approximately 1,000 acres between Lucknow and Hardoi. Work is progressing

rapidly on the park's six-lane road, electricity, water supply, and other

infrastructure. He added that the park's master developer will be selected

soon, and this will enable the establishment of large-scale textile and apparel

industries. Investment proposals worth approximately Rs. 5,354 crore have been

received for the park so far. He added that the Chief Minister has set a target

of developing 10 textile parks in the state. In this regard, land has been made

available for silk parks in Amroha, Bijnor, Sant Kabir Nagar, Bareilly, and

Varanasi. The expansion of the textile industry will be accelerated by

providing land to entrepreneurs on favorable terms in these parks.

Minister Rakesh Sachan stated that the state needs a textile

manufacturing park to reduce foreign dependence on machinery and other

technical requirements for the textile industry. Discussions are underway with

industry representatives to this end. He added that other possibilities,

including available industrial land in Kanpur, are also being considered. He

added that the government is preparing Uttar Pradesh's textile industry for

global competition by promoting technological advancement, quality, design,

skill development, and modern production systems.

Minister Rakesh Sachan urged entrepreneurs from across the

country to invest in Uttar Pradesh, taking advantage of its investment-friendly

policies. He stated that Uttar Pradesh has a vast market, adequate labor force,

excellent infrastructure, and strong law and order. The state's large

population is itself a large consumer market. He added that the ever-increasing

tourist numbers in the state's major tourist destinations, including Ayodhya,

Kashi, Mirzapur, and Sonbhadra, have expanded the market for local handicrafts

and textile products. Tourists visit the state and purchase ODOP products,

Banarasi sarees, handicrafts, and other local products. This directly benefits

local weavers, craftsmen, and entrepreneurs. He stated that the government's

goal is to restore Uttar Pradesh, once a leading state in the textile and

apparel sector, to a national model through modern technology, investment,

skills, and access to the global market.

Prominent entrepreneurs, investors, experts, weavers,

craftsmen, representatives of industry organizations and senior officials of

the Handloom and Textiles Department from the textile and apparel sector were

present in the program.
