Bhubaneswar, 06 September (H.S.): The Odisha Transport Department has introduced e-Detection-based enforcement against vehicles found plying on public roads without valid Pollution Under Control Certificates (PUCC) and insurance, with the system becoming operational from September 1.

Under the new mechanism, electronic detection of vehicles without mandatory statutory documents will trigger the automatic generation of e-Challans in accordance with the Motor Vehicles Act, 1988, the Central Motor Vehicles Rules, 1989, and the prescribed electronic enforcement procedure.

The department has advised vehicle owners to verify the validity of their PUCC and insurance and obtain or renew the documents before driving on public roads.

The notification also highlighted provisions under Rule 167 of the Central Motor Vehicles Rules, 1989, under which vehicles with challans remaining undisposed beyond the prescribed statutory period may be flagged as “Not to be Transacted” on the designated portal.

The Ministry of Road Transport and Highways (MoRTH), Government of India, has clarified that Pollution Under Control (PUC) testing constitutes a transaction for the purpose of Rule 167.

Accordingly, the pending-challan and “Not to be Transacted” checks will be integrated into the VAHAN-based PUC testing application. Vehicle owners with pending e-Challans have therefore been advised to clear them within the prescribed period.

The Transport Department said the technology-enabled enforcement mechanism is aimed at strengthening traffic discipline, ensuring environmental compliance, protecting third parties and improving road safety.

Vehicle owners have been urged to check the status of their statutory documents and pending e-Challans through authorised government portals and ensure compliance to avoid enforcement action.
