Punjab CM directs seven-member panel to hold regular consultations on proposed amendments; says life imprisonment and heavy fines remain core provisions

Chandigarh, 27 September (H.S.): Punjab Chief Minister Bhagwant Singh Mann on Sunday said Sri Akal Takht Sahib is supreme for everyone and reiterated that his government would ensure the strongest possible legal protection for the sanctity and dignity of Sri Guru Granth Sahib Ji.

Mann made the remarks during a meeting with the seven-member high-level committee constituted by the Punjab Government to discuss issues related to the Jaagat Jot Sri Guru Granth Sahib Satkar (Amendment) Act, 2026. The meeting was held at the Chief Minister’s residence in Chandigarh.

According to the Chief Minister, provisions prescribing life imprisonment and heavy fines for those found guilty of sacrilege constitute the core foundation of the law and should not be diluted. He said discussions on amendments should address legal and constitutional concerns without compromising the basic objective of providing stringent punishment for sacrilege.

Mann directed the state government’s committee to hold detailed and regular meetings with the panel constituted by Sri Akal Takht Sahib, consider its suggestions and work towards consensus. The state government had constituted the seven-member committee earlier this month to coordinate on issues concerning the legislation and submit recommendations to the government.

The Chief Minister said concerns raised over certain provisions of the Act would be examined in detail. He maintained that the purpose of the government was to ensure that the law remained effective while addressing legitimate legal, constitutional and religious concerns.

He also directed nodal officer PCS Harjit Singh Sandhu to ensure coordination for future meetings and provide necessary assistance to the committee.

Mann said the Bill had been drafted after consultations with legal experts with the objective of preventing loopholes that could affect its implementation. He added that the government had chosen to amend the existing law rather than introduce entirely new legislation so that the amended framework could be sent to the Governor for approval.

The Chief Minister expressed hope that consultations would result in an outcome in line with the sentiments of the Sikh Panth while strengthening the legal framework for protecting the sanctity of Sri Guru Granth Sahib Ji.

The committee includes former Akal Takht Jathedar Giani Raghbir Singh, Sant Giani Harnam Singh Khalsa of Damdami Taksal, Sant Baba Sewa Singh Rampur Khera, retired Justices Jaspal Singh and Gurbir Singh, retired IPS officer Jatinder Singh Aulakh and Law Officer Preet Inder Pal Singh. Senior officials and legal representatives were also present during the meeting.
