Lucknow, 16 Sept (HS): With the aim of taking the
achievements of service, good governance, public welfare and development in the
Yogi government to the masses and connecting every citizen with the collective
national resolution of 'Developed India-2047', a comprehensive state-wide 'Seva
Sankalp Abhiyan' is being organized in Uttar Pradesh. This campaign will run
from September 17 to October 17, 2026. Under the guidance of the state's Higher
Education Minister and campaign in-charge Yogendra Upadhyay, a three-tier
coordination system has been established from the government to the district
level for the effective implementation of the campaign.
The core idea of the campaign is to convey the achievements
of 25 years of continuous public service, service and good governance, and the
works of welfare for the poor to every section of society. Through the
campaign, special emphasis has been laid on presenting authentic positive
changes in public life due to 12 years of development works of the central
government and 10 years of the state government, and connecting youth, women,
farmers and marginalized sections with the collective national resolution of
'Developed India-2047'.
Under the campaign, a three-tier data bank will be prepared
by compiling data of beneficiaries associated with central and state government
schemes. Under this, a target has been set to connect a total of 4.19 crore
families and 15.74 crore beneficiaries with the campaign. These include 3.51
crore families/13.01 crore beneficiaries in rural areas and 0.68 crore
families/2.73 crore beneficiaries in urban areas. The campaign will also make
extensive use of real stories of beneficiaries, transformative sites and
digital content.
In the month-long campaign, service, public participation,
cultural programs, digital media, youth participation and direct dialogue with
beneficiaries of government schemes have been kept at the center. Under the
campaign, 12 major programs will be organized. These include 'Ashirwad Ka
Diya', 'Mere Sapno Ka Bharat: Chitra Seva', 'Namo Seva-Ankahi Kahaniyan',
'Angan Milan Seva', 'Seva Ki Kahani', 'Seva Jyoti Kalash Yatra', 'Vadnagar to
Varanasi Yatra', 'Seva Mera Yogdan', 'Seva Setu Abhiyan', 'Seva Ke Rang,
Rashtra Ke Sang', 'Seva First Innovation Challenge' and 'Sushasan Seva Samvad'.
The campaign will begin on September 17 with 'Seva
Diwas-Ashirwad Ka Diya'. At 7 PM, citizens will light lamps at their homes and
establishments and join the collective resolution of service and 'Developed
India-2047'. Programs like fruit distribution in hospitals, blood donation
camps and distribution of tool kits on the occasion of Vishwakarma Jayanti will
also be organized. Lamps will also be lit at selected sites related to major
development works and infrastructure projects in the state.
Under the 'Mere Sapno Ka Bharat: Chitra Seva' program,
painting competitions for students of classes 5 to 8 and painting and speech
competitions for classes 9 to 12 will be organized in government and private
schools from September 17 to October 7. Through painting, speech and debate
competitions in higher education institutions, students and youth will be
connected with the theme of 'Developed India-Developed Uttar Pradesh'. After a
district-level exhibition of selected best entries, a grand state-level exhibition
will be organized on October 7. Provisions have been made to award certificates
with the Chief Minister's digital signature and prizes to excellent
participants.
Through the 'Namo Seva-Ankahi Kahaniyan' program, cultural
street plays based on standardized recorded presentations of 25 to 30 minutes
will be organized. Cultural troupes of 18 to 20 artists will be formed for each
district of the state and seven different programs will be organized in each
assembly constituency. Through these presentations at Gram Panchayats,
community centers, schools and other major public places, the story of public
welfare schemes and changes in the country will be conveyed easily and
effectively.
Meanwhile, under the 'Seva Ki Kahani' digital and reel
campaign, real stories of citizens who have benefited from government schemes
and large infrastructure projects will be brought to the fore. The campaign
aims to create 60-second reels on the positive changes in the lives of 25 lakh
beneficiaries. In this, development works from houses, schools, panchayat
buildings and libraries to expressways, airports, inland ports, metros, RRTS
and universities will be showcased digitally. Young influencers and YouTubers
will also be associated with the campaign.
From September 25 to October 7, under 'Angan Milan Seva', a
three-day festival and dialogue program will be organized at each Anganwadi
center. Anganwadi workers, helpers, Asha Didis and excellent beneficiary
mothers will be publicly honored. Along with providing information about
nutrition, health and women-related schemes to mothers, arrangements will be
made for healthy baby shows, distribution of comic books, toys, fruits and
sweets to children, and distribution of additional nutritious food and
materials.
On October 7, through 'Seva Jyoti Kalash Yatra-Sankalp of
Developed India', the spirit of service and national service will be linked
with public participation in every district. Service kalash will be installed
at major intersections and citizens will reach the main event venue through
foot, cycle and bike rallies. The Prime Minister's address will be broadcast
live on large LED screens and the collective resolution of 'Developed
India-2047' will be taken.
Under the 'Vadnagar to Varanasi Yatra', the concept of
connecting the Prime Minister's birthplace and workplace through water, people
and service resolution has been envisioned. In this journey, which will run
from September 17 to October 7, 10 teams carrying water from 10 rivers of Uttar
Pradesh will depart from Kashi towards Vadnagar, Gujarat, through various
routes. Information about schemes and development works will be provided
through Chaupals, public dialogues and film screenings based on the development
journey in the districts falling on the way.
In the 'Seva Mera Yogdan' program, every citizen will be
motivated to contribute to social service by joining one of the 25 designated
service activities. These include blood donation, tree plantation, cleanliness,
health check-ups, adopting a village for service, yoga and meditation, women's
health and hygiene, educational support for underprivileged children, career
counseling, digital literacy for senior citizens, organ donation resolution,
nutrition, road safety, water conservation, cyber security, Fit India, support
for persons with disabilities, voter awareness, vocal for local and awareness
of government schemes.
A target has also been set to rejuvenate at least two sites
in each assembly constituency. Citizens will be able to get a digital
certificate by doing at least 25 minutes of shramdaan (voluntary labor) and
uploading its picture or video on the My Bharat Portal. In this way, a
comprehensive action plan has been prepared to connect the campaign with
citizen participation, rather than keeping it merely a government program.
Under the 'Seva Setu Abhiyan', five to seven-day
multi-purpose service camps will be organized at the block and urban local body
levels. In these camps, arrangements have been made to provide information
about various schemes of the central and state governments at one place, as
well as to ensure the process of application, eligibility verification and
approval under the scheme for eligible citizens on the spot. Along with this,
health fairs and disability welfare camps will be organized in each assembly
constituency. Special attention will also be paid to voter registration.
The participation of youth, students and higher education
institutions is among the important dimensions of the campaign. Under the 'Seva
First Innovation Challenge', the participation of Uttar Pradesh youth in
national-level innovation challenges will be ensured. Extensive orientation and
motivation of students will be done in universities, engineering colleges, ITIs
and polytechnic institutions of the state. Educational institutions, startup
networks, incubation centers and private companies will also be associated with
this.
The campaign will conclude on October 17 with 'Sushasan Seva
Samvad'. In this, Gram Pradhans, Sarpanchs and other public representatives
from across the country will gather to honor the Prime Minister on the occasion
of 25 years of service and good governance and take the resolution of
'Developed India-2047'. A plan has been made to have approximately 1.25 lakh
public representatives take the resolution of developed India and sing Vande
Mataram. Experiences of service, good governance and public participation will
be shared through the experience statements of public representatives from
various fields.
In addition to the major programs of the campaign, grand
laser shows showcasing the 25-year development journey will be organized at
historical and popular monuments and tourist places of the state. Mahayagnas
and special rituals are also proposed at major pilgrimage sites and
Shaktipeeths for national welfare, peace and the realization of the 'Developed
India' resolution. On September 25, direct feedback and suggestions will also
be taken from the public through the inauguration of libraries in rural and
urban areas and the organization of Chaupals in rural areas.
Through the 'Seva Sankalp Abhiyan', an action plan has been
prepared to advance the development of Uttar Pradesh, public welfare schemes,
good governance and citizen participation in the Yogi government as a
widespread public campaign. This month-long campaign will focus on connecting
beneficiaries of government schemes, youth, women, farmers, students, public
representatives and common citizens with the broader resolution of service and
nation-building.
