New Delhi, 30 August (H.S.): Lok Sabha Speaker Om Birla on Sunday paid tribute to former Lok Sabha Speaker and former Governor of Rajasthan Sardar Hukam Singh on his birth anniversary, remembering his contribution to parliamentary democracy and institutional traditions.

In a post on X, Birla described Sardar Hukam Singh as a legal expert, an accomplished orator and an able presiding officer who upheld the principles of impartiality, discipline, consensus and parliamentary decorum through his conduct.

Birla said Hukam Singh established several valuable traditions in the functioning of the House and placed particular emphasis on maintaining discipline and dignity for the effective functioning of parliamentary democracy. He believed that Members of Parliament should express their views with dignity and exercise the freedom of expression guaranteed by the Constitution in an appropriate parliamentary manner.

The Lok Sabha Speaker said Hukam Singh’s life demonstrated that a strong parliamentary democracy is built not merely through laws and constitutional provisions, but also by people who respect rules, listen to opposing viewpoints, remain impartial while making decisions and uphold the dignity of the office they hold.

Birla added that the contribution of such an eminent parliamentary statesman, who played an important role in strengthening the institutional traditions of the Indian Parliament, would always be remembered.
