New Delhi, 23 August (H.S.):

Congress general secretary Jairam Ramesh has questioned why the Lok Sabha has not been prorogued even 10 days after the Monsoon Session was adjourned sine die. He alleged that Union Home Minister Amit Shah could be trying to muster the two-thirds majority required to pass a Constitutional Amendment Bill related to delimitation in a possible special session of Parliament.

In a post on X on Sunday, Ramesh said there is generally a gap of two to four days between the Lok Sabha being adjourned sine die and its subsequent prorogation. On several occasions, however, the two processes have taken place on the same day, he said.

Ramesh pointed out that 10 days had elapsed since the present Lok Sabha was adjourned sine die, but there had been no information about its prorogation so far. Describing the delay as unusual, he sought an explanation from the government for the reason behind it.

The Congress leader acknowledged that there had been longer gaps on some previous occasions. He noted that in 2015, the gap between the adjournment and prorogation of the Monsoon Session was 28 days, while in 2021 it was 20 days. However, he claimed that there was no “serious conspiracy” underway on either occasion.

Ramesh questioned the reason for the unusual delay this time and alleged that the Union Home Minister might still be attempting to secure the two-thirds majority needed to pass a Constitutional Amendment Bill on delimitation by convening a special session of Parliament.
