Kerala, 22 August (HS):The Dravida Munnetra Kazhagam (DMK) on Saturday announced a major restructuring of its organisation, introducing age and tenure limits for key posts while expanding the number of district units to accommodate younger leaders.
The changes, approved by the party’s high-level executive committee chaired by DMK president M.K. Stalin, are based on recommendations submitted by the organisational revamp committee constituted by him.
Under the revised framework, the maximum age for a district unit secretary has been fixed at 70. A person will be allowed to hold the position for a maximum of three terms.
The party has also decided to increase the number of district units from the existing 77 to 110. Each district unit will ordinarily cover two Assembly constituencies within a revenue district. If a constituency remains after the reorganisation, it will be suitably attached to another district unit within the same revenue district.
The Assembly constituencies to be grouped under each district unit will be identified by the party president. With the creation of additional district units, the DMK has decided to abolish the post of city unit secretary.
Seeking to strengthen its organisational base, the party has also introduced new eligibility conditions for local unit secretaries. Describing local units as the foundation of the organisation, the executive committee fixed the maximum age for their secretaries at 45. They will be permitted to serve for no more than two terms.
The DMK will also establish a new organisational structure exclusively for municipal corporations. Secretaries of these units must be below 45 and can remain in office for a maximum of two terms.
Such units will initially be constituted in Chennai, Coimbatore, Madurai, Tiruchi and Salem. Similar organisational units will be created in other municipal corporations depending on local requirements.
The revamp is aimed at decentralising responsibilities, improving organisational efficiency and opening leadership positions to a new generation of party functionaries.
