BEIRUT, July 31 (HS/RIA Novosti) - Hamas and other Palestinian factions have agreed to begin the process of inventorying and handing over heavy weapons, military production facilities, weapons depots and tunnels in the Gaza Strip, Al Jazeera reported, citing a draft document.

On Thursday night, US President Donald Trump said that an agreement on the full disarmament of Hamas and other groups in the Gaza Strip had been reached. The president noted that Israel would withdraw its troops from the Gaza Strip after the disarmament of militant groups

According to the document, the process should begin after the remaining obligations of the Sharm el-Sheikh protocol are fulfilled, the report said on Friday.

The draft calls for the preparation of an implementation schedule within 14 days. This period may be extended by decision of the international oversight commission, the report added.

The withdrawal of Israeli troops must take place in parallel with the transfer of weapons by the factions in accordance with point 10 of the roadmap.

It is reportedly proposed that an international oversight commission, supported by international forces, will oversee the process and verify its implementation.

Judging by the published provisions, the document does not currently provide for the immediate transfer of all weapons to a third party, but rather establishes a mechanism for their accounting, storage and control.

On October 9, 2025, Israel and Hamas, with the mediation of Egypt, Qatar, the United States, and Turkey, agreed to implement the first phase of the peace plan presented by Trump. The following day, a ceasefire went into effect in Gaza. In accordance with the agreement, Israeli troops withdrew to the so-called Yellow Line, retaining control of over 50% of the Strip's territory.
