New Delhi, 01 July (H.S.): Union Home and Cooperation Minister Amit Shah on Wednesday urged the High-Level Committee on Demographic Changes to submit its recommendations to the government at the earliest. The committee called on the minister at his residence in New Delhi and briefed him on its proposed work plan.
During the meeting, Shah was informed that the committee would visit various states and Union Territories to conduct a first-hand assessment of the ground situation relating to demographic changes. The panel will also hold consultations with various ministries of the Central government to gather feedback on different aspects associated with changes in the country's demographic profile.
The committee informed the Home Minister that it has prepared a detailed questionnaire to make its visits to states and Union Territories more effective and interactive. The questionnaire will enable the panel to obtain the required information from the concerned states and Union Territories in advance, ensuring that the study is conducted in a more systematic and evidence-based manner.
Appreciating the committee's work plan, Shah directed the Union Home Secretary to extend all possible administrative and logistical support for the committee's day-to-day functioning and its field visits. He also advised the panel to complete its study expeditiously and submit its recommendations to the government at the earliest.
Prime Minister Narendra Modi had announced the establishment of a High-Powered Demography Mission during his Independence Day address on August 15, 2025. Under this initiative, the Central government constituted the High-Level Committee to study demographic changes in the country arising from illegal migration and other abnormal factors, and to recommend measures to address them.
The committee is chaired by retired Justice Prakash Prabhakar Naik. Its members include the Registrar General and Census Commissioner of India, former IAS officer Durga Shankar Mishra, former IPS officer Balaji Srivastava, and Dr. Shamika Ravi, a member of the Prime Minister's Economic Advisory Council (PMEAC).
The committee has been tasked with conducting a scientific study of demographic changes occurring in different parts of the country due to illegal migration and other abnormal factors. It will analyse the underlying causes of these changes and submit recommendations to the Central government on the policy, legislative and administrative measures required to address them.
