Chennai , 08 June (H.S.):Tamil Nadu is set to undertake a major transformation of its property registration system with the launch of the next-generation STAR 3.0 platform, an ambitious ₹564-crore project that will integrate Geographic Information System (GIS) mapping, artificial intelligence (AI), cloud computing and real-time database connectivity. The new platform is expected to be rolled out from January 1, 2027.

Designed as a comprehensive land governance solution, STAR 3.0 will mark a significant shift from the existing document registration framework by introducing advanced technologies aimed at improving transparency, efficiency and accuracy in property transactions across the state.

A key feature of the upgraded system will be the integration of GIS-based mapping, which will enable authorities to link individual land parcels with precise geographic coordinates. This is expected to help registration officials verify the physical existence of properties, confirm boundaries and improve the assessment of market values. The move is also expected to address long-standing concerns regarding undervaluation of properties during registration.

The initiative is being implemented alongside efforts to modernise land records through the use of high-resolution satellite imagery and digital mapping technologies. By combining land records with spatial data, the government aims to create a more reliable and tamper-resistant registration ecosystem.

The new platform is being developed on a cloud-based microservices architecture, allowing seamless integration with multiple government databases. Once operational, STAR 3.0 will support real-time verification of land records, facilitate data sharing between departments and improve service delivery for citizens.

One of the most significant benefits of the new system will be the introduction of anywhere registration, enabling people to register property documents at any registration office in Tamil Nadu instead of being restricted to specific jurisdictions. The platform is also being designed with a mobile-first approach to improve accessibility and convenience.

Artificial intelligence will play a central role in the upgraded system. AI tools will analyse transaction patterns, identify anomalies, support valuation assessments and help detect potential fraud. Additional safeguards are also being built into the platform to prevent fraudulent registrations and document forgery.

STAR 3.0 will further integrate registration services with revenue, survey and municipal databases, while incorporating Aadhaar-based authentication, e-signatures and digital document repositories. The platform is also expected to facilitate automatic updating of property-related records across government departments, paving the way for a more connected and efficient land administration system in Tamil Nadu.
