New Delhi, May 23 (H.S.): The Delhi Government is set to undertake a major initiative to modernise all registrar offices across the national capital by eliminating corruption, unnecessary delays, and middlemen, while creating a transparent, technology-driven, and citizen-friendly system.

The Chief Minister said the working culture of sub-registrar offices in the capital must undergo a complete transformation so that citizens visiting these offices for property registration do not face harassment, corruption, broker interference, or avoidable delays. The government aims to develop registrar offices into modern, transparent, technology-enabled, and citizen-centric service centres, similar to the streamlined and time-bound services offered through Passport Seva Kendras across the country.

To implement this ambitious plan, the Chief Minister recently chaired a special meeting with senior officials of the concerned department. During the meeting, several companies made presentations highlighting how technology-driven systems, trained personnel, and integrated digital services have enabled faster, transparent, and hassle-free public services in some states.

Following multiple rounds of deliberations with officials, the government concluded that Delhi should also establish similar modern registrar offices that not only deliver meaningful public services but also help improve government revenue collection.

In a statement issued on Saturday, the Chief Minister said citizens visiting sub-registrar offices in Delhi should receive dignified, transparent, and time-bound services. The government is therefore working on a model designed to eliminate long queues, disorder, technical obstacles, and unnecessary interference.

Under the proposed system, registrar offices will provide facilities and professional service standards comparable to those available at airports and Passport Seva Kendras. The model centres are expected to include air-conditioned waiting lounges, help desks, digital assistance centres, trained staff, drinking water facilities, hygienic washrooms, smart token systems, and real-time application tracking.

The Chief Minister further stated that these modern offices will feature sophisticated infrastructure, advanced hardware, and software systems equipped with the latest technological updates. The government also plans to introduce online appointment systems, pre-check services, live application tracking, and smart token mechanisms to reduce waiting times and improve overall transparency.

Special emphasis is also being placed on advanced technology-based security and verification systems to meet future requirements. The new system is expected to incorporate Artificial Intelligence-based facial recognition technology for applicant verification, background authentication processes, and blockchain-enabled record security mechanisms.

To make property documents tamper-proof, prevent fraud, and reduce legal disputes, the government plans to use modern technologies such as digital record management, geo-fencing, and secure data integration. Although private partners may assist in establishing premium model registrar centres, all statutory authority and final decision-making powers will remain entirely with government officials.

The Chief Minister also said that experienced and reputed companies would be selected for the project through a transparent process. Another major advantage of the initiative would be reduced overcrowding at existing sub-registrar offices, enabling government officials to focus more effectively on core administrative responsibilities.

The proposed modernisation is also expected to eliminate the role of middlemen and brokers while reducing risks related to revenue leakage, incorrect property valuation, difficulties in tracking pending documents, and fraudulent documentation.
