The meeting of the foreign ministers of BRICS countries was held in New Delhi on 14 and 15 May. The session, which took place amid the unfolding situation in West Asia, did not end with a formal joint statement, but a Chair’s statement and an outcome document were issued. The ministers said BRICS has now emerged as a significant platform for the Global South and will be further institutionalised, expanded and strengthened in the years ahead.

The discussions placed the strongest emphasis on a multipolar world order, reform of the United Nations, a zero‑tolerance approach to terrorism, a ceasefire in Gaza, stronger participation by developing countries, and making global governance more just, democratic and balanced.

According to information released by the Ministry of External Affairs, the BRICS foreign ministers deliberated on key issues related to global politics, security, economics and multilateral cooperation. They reiterated full support for India’s 2026 BRICS chairmanship theme, “Building for Resilience, Innovation, Cooperation and Sustainable Development.”

Peaceful resolution of international disputes, with priority given to diplomacy and dialogue, was stressed at the meeting. The ministers expressed concern over the situations in Gaza, Lebanon, Sudan, Syria and wider West Asia, and reiterated support for ceasefires, humanitarian assistance and compliance with international law. The two‑state solution for Palestine and full UN membership for Palestine were reaffirmed.

On terrorism, the BRICS countries strongly condemned all forms of terrorist attacks.

They also strongly deplored the terrorist attack in Jammu and Kashmir on 22 April 2025, in which 26 people were killed. Member states reiterated the need to adopt a “zero‑tolerance” policy towards terrorism and to jointly counter cross‑border terrorism, terror financing, and safe havens.

The meeting also reached consensus on the need for World Trade Organisation reform, climate change, energy security, digital public infrastructure, artificial intelligence, health cooperation, and strengthening the voice of the Global South.
