(HS): On Labour Day, Uttar Pradesh Chief Minister Yogi Adityanath praised
workers as builders of Prime Minister Narendra Modi's vision of New India,
laying the groundwork for a number of labor welfare measures. Addressing an event here to mark the launch of
Shramveer Gaurav Samaroh-2026, the chief minister emphasized that laborers work
diligently in harsh conditions and play an important role in nation-building. Our employees never stop or become fatigued,
regardless of the heat, rain, or bad weather. Every drop of their effort
contributes to success, he stated. Adityanath
stated that it was a paradox that laborers who constructed houses for others
did not have their own dwellings, and that governments had sought to address
these concerns in recent years.
Chief Minister Yogi Adityanath reiterated the
government's commitment to ensuring safety, dignity, and stability in the lives
of workers at the Shramveer Gaurav Samaroh 2026 event held at the
Indira Gandhi Pratishthan in Lucknow on Friday. He stated clearly that the
state's development is meaningful only when the working class is empowered and
secure. To this end, the state government is rapidly advancing a campaign to
connect working families with a comprehensive health protection cover.
Chief Minister Yogi said that so far, 1.226 million
construction workers have been provided with the Ayushman Card, providing their
families with free treatment up to Rs.
500,000 per year. The goal is to soon include the remaining 1.583 million
workers in this scheme. Based on an average family of five members, this
initiative will provide health insurance benefits to 7.5 to 8 million people.
The government aims to directly benefit at least 10 million worker families in
Uttar Pradesh, or approximately 50 million people, which will prove to be a
milestone in the state's history towards worker welfare.
A new India is being built with the sweat of
workers: Honoring the meritorious students of the first batch of Atal
Residential Schools, the Chief Minister said that the establishment of Atal
Residential Schools in 2023, under the guidance of Prime Minister Narendra
Modi, set a new precedent. These children have honored the tireless hard work
and sweat of their parents by securing a place in the CBSE Board merit list.
All of you, our working brothers and sisters, are the true architects of the
Prime Minister's vision in building a new India. Previously, the irony was that
the workers who provided shelter, food, and hospitals to others were themselves
without housing, their children suffered from hunger, and they lacked medical
facilities. But now, under the Prime Minister's leadership, with the mantra of
Shramameva Jayate, workers are receiving respect and dignity.
Workers are now entitled to respect and facilities:
The Chief Minister said that Prime Minister Modi showed unique respect to the
labour and dedication of workers by washing their feet during Mahakumbh and
showering flowers in Ayodhya-Kashi. Due to this sensitivity, today workers have
become a part of any government's agenda. No one could have ever imagined that
a worker would also have his own permanent house. But in the last 12 years,
more than four crore people in the country have got houses, in which 65 lakh
families in Uttar Pradesh have been provided houses under the Prime Minister
Housing Scheme and Chief Minister Housing Scheme. Along with this, 12 crore
toilets have been constructed in the country. This includes 2 crore 61 lakh
families in Uttar Pradesh.
The Chief Minister said, Our government has
made arrangements that in case of a disaster, compensation will be given not
only to the landowner, but also to sharecroppers and farm laborers. Under the
Chief Minister's Farmer Accident Insurance Scheme, they have been given
insurance cover of up to five lakh rupees, and assistance of between 700 and
1000 crore rupees is being provided to affected worker families every
year.
Yogi said that during the biggest tragedy of the
Corona period, when opposition leaders hid in their homes, the double-engine
government stood with the workers with full force. We brought back millions of
workers in 14,000 buses, arranged for food and shelter for 10 million workers,
and provided free rations.
If anyone does not pay wages, the government will
finish him off: The Chief Minister said that the workers have been given the
facility of 'One Nation-One Ration Card'. That is, a worker living in any
state/district can get his ration from anywhere in the country. More than seven
lakh workers have been given pension cover under the Pradhan Mantri Shram Yogi
Maandhan Yojana. 93 lakh beneficiaries of the state are associated with the
Atal Pension Yojana. Uttar Pradesh has the highest number of registrations on
the e-Shram portal. This government has now given a guaranteed assistance of Rs
5 lakh to the families of workers who meet with accidents during construction
work, and up to Rs 2 lakh in case of disability, whereas there was no such
arrangement before 2014.
ESIC dispensaries to be established in all 75
districts: The Chief Minister said that more than six lakh beneficiaries have
been enrolled in the Maternity, Child and Girl Child Help Scheme. Furthermore,
we are constructing labour dormitories for better accommodation facilities.
These will also have canteens. Along with this, ESIC dispensaries are being
expanded. Currently, 116 ESIC dispensaries are operating in 41 districts. It is
proposed to establish one ESIC dispensary in each of the remaining 34 districts
soon, which will also be established in community health centres and primary
health centres.
The Chief Minister stated that seven acres of land
has been allocated in Greater Noida's Knowledge Park, where a 300-bed ESIC
hospital will be built. Similarly, an ESIC hospital will be constructed on five
acres of land in GIDA, Gorakhpur. The Labor and Employment Department has been
directed to establish ESIC hospitals wherever industrial areas exist. The
Industrial Development Department will be responsible for providing land in
such areas and constructing hospitals through ESIC. Where ESIC hospitals are
not available, workers and their families should be provided with facilities
like Ayushman Bharat.
The Chief Minister said that he has asked the Labor
and Employment Department to form a new wage board and seek its report,
ensuring that all workers in industrial areas, especially those employing 10 or
more workers, receive fair wages. He also discussed with insurance companies
and entrepreneurs to ensure that workers in industrial areas also receive free
health insurance coverage of Rs 5 lakh annually. He has directed both the
Housing Department and the Industrial Development Department to provide housing
facilities for workers in areas where industries are located. He also stated
that FAR should be relaxed so that worker dormitories and good and affordable
canteens can be constructed there.
