Chandigarh, 01 May (H.S.): In a major step towards modernising the prison system, the Punjab Vidhan Sabha on Friday unanimously passed the Punjab Prisons and Correctional Services Bill, 2026. The Bill was introduced by Punjab Jails Minister Dr. Ravjot Singh and aims to overhaul prison administration while aligning it with modern correctional practices.

Presenting the Bill in the House, Dr. Ravjot Singh said the new legislation seeks to transform prisons from mere detention centres into institutions focused on reformation, rehabilitation and social reintegration of inmates. He stated that the existing prison laws, based on colonial-era frameworks, are outdated and no longer suitable for present-day challenges.

The minister said the Bill provides a comprehensive and humane structure to ensure the safe custody of prisoners while protecting their dignity and fundamental rights. It places strong emphasis on education, vocational training, skill development and psychological counselling to help prisoners return to society as responsible citizens.

Dr. Singh said the legislation introduces a detailed classification system for inmates based on age, gender, criminal background and risk assessment. Special provisions have been included for vulnerable groups such as women prisoners, transgender inmates, elderly prisoners and persons with disabilities.

On the security front, the Bill proposes the creation of high-security prisons and dedicated high-risk zones within existing jails to house hardened criminals and organised crime offenders. It also includes the use of advanced surveillance systems such as artificial intelligence-based monitoring, biometric identification and modern scanning technologies.

The Bill also focuses on transparency and accountability by introducing structured inspection systems, grievance redressal mechanisms and administrative oversight. It strengthens the Directorate of Prisons and Correctional Services for better policy implementation.

Additionally, healthcare, sanitation, legal aid and communication facilities for inmates have been enhanced. Digital record-keeping, video conferencing and integration with the criminal justice system will also be introduced to improve efficiency.

Dr. Ravjot Singh said the legislation reflects the Punjab government’s commitment to building a secure, transparent and humane correctional system.
