The President's Office has formally notified the Parliament Secretariat via an official letter, signed by Secretary Mahadev Panth, requesting all requisite logistical preparations for the event. This address, undertaken at the explicit recommendation of the Council of Ministers, will convene lawmakers from both the House of Representatives and the National Assembly, underscoring its significance in Nepal's parliamentary calendar.

Under Article 95 of the Nepalese Constitution, the president holds the authority to address either a single chamber or a unified assembly of both houses, with the prerogative to summon members' attendance as needed.
