Nepal Rights Panel Recommends Action Against Ex-PM Oli Lekhak Army Chief Over Protest


Kathmandu, 21 March (H.S.): A probe committee formed by Nepal's National Human Rights Commission recommended action against former Prime Minister KP Sharma Oli ex-Home Minister Ramesh Lekhak Army Chief Ashok Raj Sigdel and all National Security Council officials for failures during last year's Sept 8-9 Gen-Z movement Saturday.

The committee led by commission member Dr Lili Thapa submitted its findings to NHRC chair Tap Bahadur Magar. Spokesperson Tika Ram Pokhrel said the full commission will decide next steps in a meeting.

The report faulted the NSC for failing to assess threats effectively despite security oversight duties unable to craft or execute adequate protection plans sources indicated.

Comprising PM Defense Home Foreign Finance and Chief Secretarial with Defense Secretary as member-secretary the council then chaired by PM Oli included ex-Deputy PM Finance Minister Vishnu Prasad Paudel Home Minister Ramesh Lekhak Foreign Minister Dr Arzu Rana Deuba Defense Minister Manvir Rai Chief Secretary Ek Narayan Aryal and Army Chief Ashok Sigdel.Recommendations target violations under NHRC Act and other laws.

The commission recorded statements from ex-PM Oli Home Minister Lekhak Communications Minister Prithvi Subba Gurung Nepal Police IGP Chandra Kuber Khapung Armed Police IGP Raju Aryal ex-Home Minister Ravi Lamichhane then-Kathmandu Mayor Balendra Shah and artists Deepak Raj Giri Nischal Basnet though Sigdel skipped summons.

The report noted lack of special security measures opting for excessive simultaneous lethal force over graduated response against protesters recommending action against those involved.

Analysis covered 300-400 messages videos audios forensic reports with postmortems showing most Sept 8 victims shot above waist. It also examined Kathmandu Metropolis role and

Lamichhanes jail-exit incidents.

The six-member team produced over 600-page report expanding to nearly 10000 pages with annexures.
