Bhubaneswar, 03 November (H.S.): The five-day State-Level Children’s Festival ‘MAHAK-2026’ was inaugurated at the Practice Ground of Kalinga Stadium in Bhubaneswar on Tuesday, bringing together talented children from Child Care Institutions (CCIs) across Odisha to showcase their creativity, artistic abilities and cultural talents.

Deputy Chief Minister Pravati Parida inaugurated the festival by releasing balloons into the sky. Addressing the participating children, she encouraged them to dream big, explore new horizons and pursue their aspirations with confidence. “Dream big and explore new horizons; the government stands with you,” she said, assuring them of the State Government’s support in building a bright future.

Emphasising the need to ensure dignity, equal opportunities and proper guidance for every child under care and protection, Parida said the government was committed to creating an enabling environment where children could realise their potential and fulfil their dreams.

Law, Works and Excise Minister Prithviraj Harichandan attended the inaugural ceremony as the Guest of Honour. He appreciated the determination, enthusiasm and confidence of the participating children.

On the occasion, the Department of Women and Child Development unveiled the ‘Orphan Survey Report 2025’, prepared by the department.

The programme began with children from Adruta Shishu Gruha, Khordha, rendering the State Anthem, ‘Bande Utkala Janani’. Children who secured top positions at district-level festivals across all 30 districts of Odisha are participating in the State-level event.

A range of competitions, including dance, music, painting, debate and quiz, will be organised during the festival. The activities aim to provide children with opportunities to express their creativity, nurture their abilities and strengthen their confidence.

The festival, being held from November 3 to 7, has been divided into two segments—‘MAHAK’ and ‘UTSAH’. The first two days, under MAHAK, focus on creativity, arts and cultural expression, while the subsequent three days, under UTSAH, are dedicated to sports, enthusiasm and the holistic development of children. Winners of the MAHAK competitions will be felicitated at the concluding ceremony scheduled for Wednesday.

Organised by the Odisha State Child Protection Society (OSCPS) under the Department of Women and Child Development, the festival reflects the State Government’s commitment to providing children under care and protection with opportunities, guidance and encouragement to build dignified, empowered and self-reliant lives.

Commissioner-cum-Secretary of the Department of Women and Child Development Dr. Mrinalini Darswal, Director Monisha Banerjee and other senior officials were present at the inaugural ceremony.
