Lucknow, Nov 02 (HS): The Yogi government has taken an

important step towards clearing the pending honorarium of personnel associated

with the Saakshar Bharat Yojana. Around Rs. 397.19 crore has been allocated for

64 districts of the state. This will pave the way for processing payments that

have remained pending for years, enabling district and block coordinators and

preraks who worked under the scheme to receive their outstanding honorarium.

A mechanism has been put in place to ensure that payments

are made in accordance with the prescribed procedures and financial discipline.

Instructions have been issued to ensure timely disbursement following the

stipulated verification process and within the prescribed deadlines. An order

issued by Anil Bhushan Chaturvedi, Director of the State Literacy Mission

Authority, sanctions funds for payment of outstanding honorarium to literacy

workers who served under the Saakshar Bharat Yojana until March 31, 2018.

According to the order, preraks will be paid at the rate of Rs.

2,000 per month, while district and block coordinators will receive Rs. 6,000

per month. Before disbursing the honorarium, the actual attendance, work

undertaken and records of the concerned personnel will be verified. The

outstanding amount will be determined on the basis of audit reports and other

records available at the district level. The order also stipulates that the

allocated funds must be utilised exclusively for the designated purpose and

must not be diverted to any other head.

The concerned districts have been directed to utilise the

allocated funds in accordance with the prescribed financial rules by December

31, 2026. Details of expenditure along with utilisation certificates must be

submitted to the Directorate by January 5, 2027. Payments will be made directly

through bank accounts. The order also fixes accountability on the concerned

district-level officials in the event of any financial irregularities.
