New Delhi, 02 November (H.S.): South Eastern Coalfields Limited (SECL), a wholly owned subsidiary of Coal India Limited, has filed its Draft Red Herring Prospectus (DRHP) with the Securities and Exchange Board of India (SEBI) for its proposed Initial Public Offering (IPO), marking a significant step towards the company's planned entry into the capital markets.
According to the documents submitted to the market regulator, SECL filed its DRHP on November 1. The proposed public issue will comprise an Offer for Sale (OFS) by its promoter, Coal India Limited, which plans to offload up to 66.81 crore equity shares held in the subsidiary. The IPO will not involve the issuance of any fresh shares.
Since the proposed offering is entirely structured as an OFS, the proceeds generated from the sale will accrue to Coal India Limited, the selling shareholder. SECL itself will not receive any funds from the issue.
Headquartered in Bilaspur, Chhattisgarh, SECL is among India's largest coal-producing companies. According to the draft prospectus, the company produced 176.29 million tonnes of coal during the financial year 2025-26, accounting for 16.94 per cent of the country's total coal production.
SECL is the second-largest coal-producing subsidiary of Coal India Limited and contributed 22.95 per cent to its parent company's overall coal output during FY 2025-26.
Established in 1985, South Eastern Coalfields has developed into a major contributor to India's domestic coal production. Its proposed listing is expected to provide an opportunity for public investors to participate in the company's growth while enabling Coal India to monetise part of its holding through the offer.
