Officials and staff to be trained as technical experts to
make VB-G RAM G scheme more technology-driven
Training to begin at state HQ, followed by capacity-building
sessions for block and gram panchayat-level officials and staff within a week
Lucknow, Oct 31 (HS): In a
bid to realise the vision of Viksit Bharat and take Uttar Pradesh to new
heights of development, the Yogi government is set to promote technology-driven
planning at the gram panchayat level. Around 58,000 gram panchayats across the
state will collectively prepare a roadmap for Viksit Uttar Pradesh.
To achieve this, the process of preparing evidence-based and
saturation-based development plans at the gram panchayat level is being
integrated with technology. Under this initiative of the Rural Development
Department, officials and employees will be trained in the use of the relevant
software and portals to ensure that rural development plans are more effective
and people-centric.
Rural Development Commissioner Pramod Kumar Upadhyay has
issued a letter to all District Magistrates in this regard, directing them to
organise training programmes to enhance the utility of software under the VB-G
RAM G scheme and strengthen technology-driven planning. The training will build
the technical capabilities of officials and employees, from the state
headquarters to the block and gram panchayat levels.
The VGPP (Viksit Gram Panchayat Plan) portal has been
developed to facilitate evidence-based and saturation-based planning at the
gram panchayat level. The focus will be on preparing development plans for gram
panchayats in a systematic and technology-driven manner. Under the initiative,
officials and employees will be familiarised with the use of the portal, its
security features and the process of preparing long-term development plans.
The objective is to make the planning process at the gram
panchayat level more effective by ensuring that available evidence and local
requirements are taken into account while drawing up development plans. Special
emphasis will be laid on leveraging software under the VB-G RAM G scheme to
make rural development initiatives more relevant and beneficial to the public.
The training programme will be conducted in two phases. In
the first phase, officials and concerned personnel will be trained at the state
headquarters. Subsequently, all officials and employees at the block and gram
panchayat levels will be trained within the next week.
As part of the programme, gram panchayats across all
districts will connect virtually through their respective development blocks.
This will ensure that information on the use of the relevant portals and
software reaches the panchayat level. Personnel involved in implementing the
scheme, from the state headquarters to the villages, will be equipped with the
necessary technical skills.
After completion of the training, districts will submit the
relevant details to the state headquarters. These will include the training
schedule, photographs, suggestions and other related information. All details
will be consolidated at the district headquarters and mandatorily forwarded to
the state headquarters.
The Union Ministry of Rural Development observed 'Reform
Utsav' in October to promote awareness about key reforms and encourage their
wider outreach. States have been directed to organise capacity-building
programmes as part of the initiative. The proposed training programme in Uttar
Pradesh is being organised in line with these directions.
The initiative will focus on promoting the use of technology
at the panchayat level, creating awareness about portal security and ensuring a
more systematic approach to development planning. With the participation of all
gram panchayats across the state, this initiative will mark an innovative
effort to integrate technology into the rural development planning process and
lay the foundation for a roadmap towards Viksit Uttar Pradesh.
