Lucknow, Oct 27 (HS): A historic decision was taken in the
larger interest of the non-teaching staff of the Basic and Secondary Education
Department of the state in the Cabinet meeting held on Tuesday under the
chairmanship of Chief Minister Yogi Adityanath at the Chief Minister's official
residence at 5-Kalidas Marg. The Yogi government has formally approved the
proposal to provide cashless medical facility to more than 1.70 lakh non-teaching
staff and their dependent family members serving in the Basic Education
Council, non-government aided schools, unaided schools, Sanskrit schools and
the Samagra Shiksha Project, in government and affiliated private hospitals.
State Minister of State for Basic Education (Independent
Charge) Sandeep Singh said that the Yogi government has always been dedicated
to the welfare, respect, and social security of employees. Chief Minister Yogi
Adityanath's announcement on Teachers' Day on September 5, 2025, to provide
cashless medical benefits to the Basic Education family has been fulfilled
today by passing a resolution in the cabinet. Our 1,22,304 non-teaching
colleagues working in council primary and upper primary schools,
non-government-aided junior high schools, unaided schools, and the Samagra
Shiksha Pariyojana will directly benefit from this historic decision. The Yogi
government will bear the entire financial burden of approximately Rs. 36.69
crore (Rs. 3,669.12 lakh) for this scheme, at an annual premium of Rs. 3,000
per employee.
Minister of State for Secondary Education (Independent
Charge) Gulab Devi said that the role of non-teaching staff is like the
backbone in keeping the secondary and Sanskrit education system running
smoothly. Non-teaching staff of non-government aided secondary schools, unaided
secondary schools, non-government aided Sanskrit secondary schools, Sanskrit
colleges and unaided Sanskrit secondary schools had demanded health security.
The Yogi government, showing sensitivity towards them and their families, has
provided a cashless medical security cover to a total of 48,062 non-teaching
staff. For this, the state government will bear the annual financial
expenditure of Rs 14.4186 crore based on an annual premium of Rs 3,000 per
staff.
Additional Chief Secretary for Basic and Secondary
Education, Partha Sarathi Sen Sharma, stated that a total of 170,366
non-teaching staff and their dependent family members, across both the Basic
and Secondary Education departments, are being provided cashless treatment in
the Inpatient Department (IPD). The state government will bear an annual
financial burden of Rs. 51.11 crore for this. The scheme will be implemented
through the State Agency for Comprehensive Health and Integrated Services
(SACHIS). Effective immediately, all staff will be provided transparent,
cashless, and quality medical care at government hospitals as well as private
hospitals affiliated with SACHIS, at rates approved by the Pradhan Mantri
Ayushman Bharat Jan Arogya Yojana (PM-JAY) and the National Health Authority
(NHA).
Key highlights of the Cabinet decision include an annual
budget provision of Rs. 36.69 crore to benefit 1,22,304 personnel of the Basic
Education Department and their families. Additionally, an annual budget
allocation of Rs. 14.42 crore has been made to benefit 48,062 non-teaching
personnel and their dependents of the Secondary and Sanskrit Education
Department. Indoor treatment in government hospitals as well as empanelled
private hospitals will be completely cashless. The implementation of the scheme
will be managed 100% digitally and cashlessly through Sachis at authorized
Ayushman Bharat rates.
