Lucknow, Oct 27 (HS): The Uttar Pradesh
Cabinet, chaired by Chief Minister Yogi Adityanath, approved 22 proposals on
Tuesday. Special emphasis was placed on proposals related to strengthening the
livestock sector, increasing farmers' income, and creating employment
opportunities. The cabinet was informed that Uttar Pradesh ranks first in the
country in milk production. Furthermore, the state also holds strong positions
in the areas of eggs, wool, and fisheries. However, these sectors need to
improve value addition, digital management, and organized market systems.
Emphasis on increasing farmers' income
through animal husbandry: The government aims to make animal husbandry a major
source of income for farmers. To this end, the State Lab Startup Mission has
been proposed. The mission will focus on job creation, entrepreneurship
development, increasing animal productivity, and providing markets for animal
products.
The plan also includes provisions for
promoting high-quality livestock and improving cow breeds. The goal is to
increase milk production to 10 liters per cow per day. Additionally, assistance
is also proposed to encourage poultry and goat rearing.
The government will provide 85% of the
amount for animal insurance: According to the proposal, livestock will be
insured in addition to providing financial assistance to livestock owners. The
government will bear 85 percent of the total insurance cost, and farmers will
bear 15 percent. The scheme provides for a subsidy of Rs. 50,000 per cow. The
government's objective is to increase farmers' incomes through modern
technology, improved breeds, and market systems in the animal husbandry sector,
and to create new employment opportunities in rural areas.
Stamp duty provisions on merger and
de-merger of companies in UP: A proposal related to stamp duty has been
prepared to simplify the process of mergers and de-mergers of companies in
Uttar Pradesh. Stamp Minister Ravindra Jaiswal stated that until now, there was
no clear stamp duty provision for mergers and de-mergers in the state. This led
to confusion and financial difficulties for entrepreneurs during the process.
According to the minister, the proposal
provides for a 0.50 percent stamp duty on the share value in a company merger
or de-merger. If property is involved, a 2 percent stamp duty is proposed.
After the company is registered and the Registrar of Companies (ROC) process is
completed, stamp duty will be paid based on the share value.
The problem of duty will be solved on the
basis of circle rate: Ravindra Jaiswal said that due to the lack of clear
rules, stamp duty equal to the circle rate was often demanded. This created
difficulties for entrepreneurs during company mergers. The proposal is expected
to bring clarity to processes such as the merger of two companies into one.
The minister stated that such a provision
exists in Gujarat and Maharashtra. Steps have been taken to implement it in
Uttar Pradesh as well. He added that since the subject of stamp duty is
included in the Concurrent List, the proposal will be sent to the central
government for approval. Once approved, the process of implementing it in the
state will proceed.
