Lucknow, Oct 27 (HS): A historic proposal to give new

heights to the industrial and textile industry scenario of the state was

approved in the cabinet meeting held on Tuesday at the official residence at

5-Kalidas Marg under the chairmanship of Chief Minister Yogi Adityanath. The

cabinet has given its formal approval to the proposal of selecting 'M/s Ramky

Infrastructure Limited' as the 'Preferred Bidder' by accepting the sole bid

received for the selection of the master developer of 'PM MITRA Mega Integrated

Textile Area and Apparel Park' (PM MITRA Mega Textile Park) being developed on

1,000 acres (404.69 hectares) of land on the Lucknow-Hardoi border under the

'PM MITRA Scheme' of the Government of India.

State Handloom and Textiles Minister Rakesh Sachan stated

that under the visionary leadership of Chief Minister Yogi Adityanath, Uttar

Pradesh is emerging as the largest hub for textiles, garmenting, and fashion

technology in the country. This park in Uttar Pradesh will be the most advanced

and state-of-the-art of the seven mega textile parks announced by Prime

Minister Narendra Modi. The Government of India is providing financial

assistance of up to 30 percent (up to a maximum of Rs. 500 crore) for this

world-class project, which will be built at an estimated cost of Rs. 1,947

crore. The establishment of this park will not only pave the way for national

and international private investment worth thousands of crores of rupees in the

state, but will also provide new direct and indirect employment opportunities

to approximately 100,000 skilled and unskilled youth. This project will prove

to be a game-changer for local weavers, garment manufacturers, and exporters.

Anil Kumar Sagar, Principal Secretary, Department of

Handlooms and Textiles, stated that PM Mitra Park is being developed and

operated through PM Mitra Park Uttar Pradesh Limited, a special purpose vehicle

(SPV) jointly owned by the Government of India and the Government of Uttar

Pradesh. The Uttar Pradesh government holds 51 percent stake in this venture,

while the Government of India holds 49 percent. The Yogi government has made

1,000 acres of land available to the SPV for this ambitious project on a

long-term lease of 99 years at a token rate of just Rs. 1 per acre per year. To

ensure complete competition and transparency in the project, a comprehensive

national tender was invited in eight major metropolitan cities. After technical

and financial scrutiny, M/s Ramky Infrastructure Limited was found eligible.

The project will be developed on a Design, Build, Finance, Operate and Transfer

(DBFOT)-based PPP model for a concession period of 50 years, including a 5-year

construction period.

The park will be equipped with state-of-the-art

infrastructure and world-class facilities. The state government is ensuring

smooth access to the park, including six-lane road connectivity, uninterrupted

24-hour high-capacity power supply, and a complete external water supply

system. The selected master developer will construct internal roads, a power

distribution network, ready-to-use plug-and-play factory sheds, an incubation

center, and a common boiler within the park. Adhering to stringent

environmental standards, the park will have a zero-liquid discharge-based

common effluent treatment plant, enabling 100% treatment and recycling of

industrial wastewater. In addition, secure hostels, residential complexes,

health centers, skill development training institutes, warehousing, and a

modern logistics hub will be constructed for workers employed in garment units,

especially women workers.
