Delhi Moves to Grant Urban Status to 48 Villages, Paving the Way for Planned Development: CM Rekha Gupta

New Delhi, 23 October (H.S.): Delhi Chief Minister Rekha Gupta on Friday said a decision had been taken to urbanise 48 villages in the national capital, paving the way for planned development of roads, sewerage systems, water supply and other essential civic amenities.

The Chief Minister described the move as an important step towards addressing the development needs arising from Delhi’s changing urban landscape. She said the government aimed to integrate villages into the mainstream of development while respecting their cultural heritage and distinct identity.

According to the government, the villages are being considered for urbanisation under Section 507(a) of the Delhi Municipal Corporation Act, 1957. The move is intended to clarify the legal status of the areas and provide a foundation for planning their future development. It will also help assess development opportunities in line with the draft Master Plan for Delhi-2041.

The villages included in the proposed urbanisation exercise are Bakauli, Hamidpur, Palla, Kulakpur, Singhola, Sungarpur Delhi, Sungarpur Shahdara, Tajpur Kalan, Tehri Daulatpur, Rajpur Kalan, Auchandi, Mungeshpur, Shahpur Garhi, Nizampur Rashidpur, Chatesar, Pur Delhi, Jagatpur Delhi, Sultanpur Majra, Pur Shahdara, Sabapur Delhi, Badarpur Khadar, Bakiabad, Khanpur Khani, Jaffrabad, Jagatpur Shahdara and Badarpur Majra Burari.

The remaining villages are Fatehpur Beri, Chandan Hola, Badusarai, Devrala, Ghumanhera, Jainpur, Jhatikra, Kanganheri, Raghopur, Rawta, Shikarpur, Bijwasan, Nanak Heri, Bakargarh, Dhansa, Galibpur, Issapur, Kair, Mundela Kalan, Mundela Khurd, Surakhpur and Chak Chilla.

According to the Chief Minister, urbanisation would facilitate a systematic assessment of requirements relating to land use, internal roads and connecting routes, water supply, sewerage networks, drainage, sanitation and waste management. It would also create opportunities for relevant civic agencies to coordinate their efforts and prepare development plans tailored to the needs of these areas.

The government said that once the relevant notification is issued, the villages would be reclassified from rural to urban areas. This would provide greater clarity regarding the legal and administrative provisions applicable to the villages and establish a legal basis for future development planning.

However, the decision to urbanise the villages would not, by itself, authorise construction or changes in land use. Such activities would remain subject to applicable rules, building regulations, approved plans and the necessary statutory clearances.

Further action on development projects would be undertaken by the relevant departments and civic agencies in accordance with existing policies, available resources and duly approved plans.
