New Delhi, 14 October (H.S.): S. Jayavardhan, a 2014-batch Indian Administrative Service (IAS) officer of the Chhattisgarh cadre, has been appointed Deputy Secretary in the Union Ministry of Home Affairs under the Central Staffing Scheme. His tenure will be four years from the date he assumes charge or until further orders, whichever is earlier.

In an email sent to the Chief Secretary of Chhattisgarh, the Government of India directed that IAS officer S. Jayavardhan be relieved of his current duties immediately to enable him to assume his new assignment at the Ministry of Home Affairs in New Delhi. An order regarding the appointment was also issued on Wednesday.

According to the instructions, the officer must take charge within three weeks of the issuance of the appointment order by the Department of Personnel and Training (DoPT). Failure to do so may result in the initiation of proceedings to debar him from the Central Staffing Scheme.

The Central Staffing Scheme is an important administrative mechanism through which officers of the Indian Administrative Service and other All India and Central Services are appointed on deputation to ministries and departments of the Union Government.

The tenure of officers serving in central government positions generally ranges from three to five years, depending on the post. For the position of Deputy Secretary, the prescribed tenure is typically four years. Upon completion of their central deputation, officers are generally required to return to their respective state cadres.

The Department of Personnel and Training oversees appointments under the scheme, while the Appointments Committee of the Cabinet (ACC), chaired by the Prime Minister, grants final approval for such appointments.
