
New Delhi, 01 October (H.S.): The Central Government will organise special Gram Sabhas across the country on October 2 as part of efforts to improve the quality of life in rural India and strengthen local governance. The Jan Yojana Abhiyan (PPC) 2026-27, titled “Sabki Yojana, Sabka Vikas”, will also be launched on the occasion.
According to the Ministry of Panchayati Raj, under the campaign, Gram Panchayats will prepare their Gram Panchayat Development Plans (GPDPs) for the financial year 2027-28 through participatory and evidence-based planning. The special Gram Sabhas will bring citizens and elected local representatives together on a common platform to review the implementation of government schemes.
The meetings will also assess the achievements and shortcomings of villages on the basis of the Panchayat Advancement Index. The exercise is aimed at identifying development priorities and finalising commitments for the upcoming financial year.
During the special Gram Sabhas, major welfare and infrastructure programmes of various Union ministries will also be reviewed. These will include Finance Commission grants, the Rashtriya Gram Swaraj Abhiyan (RGSA), e-GramSwaraj, AuditOnline, the SVAMITVA scheme, Own Source Revenue (OSR) and the Panchayat Advancement Index under the Ministry of Panchayati Raj.
Schemes under the Department of Rural Development to be discussed will include the statutory guarantee of 125 days of wage employment and livelihood-promotion initiatives under the Viksit Bharat–Guarantee for Rozgar and Ajeevika Mission (Gramin) (VB-G RAM G).
The meetings will also review the Jal Jeevan Mission for household tap-water connections and the Swachh Bharat Mission (Gramin) for ODF Plus and waste management under the Department of Drinking Water and Sanitation.
Under the Department of Water Resources, River Development and Ganga Rejuvenation, discussions will cover groundwater recharge, water conservation and water-security measures under the “Jal Sanchay Jan Bhagidari” initiative.
The Department of Food and Public Distribution will highlight the “One Nation One Ration Card” initiative for portability of foodgrain entitlements and the Pradhan Mantri Garib Kalyan Anna Yojana for sustained food security.
The Department of Consumer Affairs will focus on consumer awareness and rights through the National Consumer Helpline and the e-Jagriti portal. The Department of Land Resources will review digitisation of land records under the Digital India Land Records Modernization Programme (DILRMP), along with the implementation of the Pradhan Mantri Krishi Sinchayee Yojana.
The Gram Sabhas will also be used to raise awareness about India’s new criminal laws—the Bharatiya Nyaya Sanhita, the Bharatiya Nagarik Suraksha Sanhita and the Bharatiya Sakshya Adhiniyam. Discussions will also cover initiatives such as Bal Vivah Mukt Bharat, the Nasha Mukt Bharat Abhiyaan, and programmes aimed at protecting women and children.
As part of the formal conclusion of the “Swachhata Hi Seva 2026” fortnight, special emphasis will be placed during the Gram Sabhas on effective compliance with the Solid Waste Management Rules, 2026.
The Ministry has urged citizens to participate actively in the special meetings on October 2. The initiative is intended to ensure that development policies and priorities reflect local needs and contribute to the goal of building self-reliant and developed Gram Panchayats.
