07 Jan (HS): Under the leadership of Chief Minister Yogi Adityanath, the Uttar
Pradesh government has taken significant initiatives to give new momentum to
the holistic rehabilitation of persons with disabilities. The government's goal
is for persons with disabilities to achieve equal participation in education,
skill development, health services, and employment opportunities, and to live
self-reliant lives by joining the mainstream of society. In this regard, the
Scheme for Assistance to Voluntary Organizations for Holistic
Rehabilitation of Persons with Disabilities has been implemented, under
which eligible voluntary organizations will be provided grants.
Under
this scheme, assistance will be provided for 21 types of disabilities as
defined in the Rights of Persons with Disabilities Act, 2016, while mentally
challenged and mentally ill persons with disabilities have been kept out of the
purview of this scheme. The government's objective is to create a robust system
for the rehabilitation of disabled children and youth of various categories by
providing them with facilities for early intervention, education, training, and
skill development.
Narendra
Kashyap, Minister of State (Independent Charge) for Backward Classes Welfare
and Empowerment of Persons with Disabilities, directed to make schemes related
to the rehabilitation of persons with disabilities effective at the grassroots
level, stating that the Yogi government's priority is for persons with
disabilities to become self-reliant by getting equal opportunities in every
field of education, skills, health, and employment. Minister Narendra Kashyap
informed that through the scheme of providing assistance to voluntary
organizations for the holistic rehabilitation of persons with disabilities, the
state government is promoting social participation. Under this scheme, grants
are being given to rehabilitation projects run for persons affected by 21 types
of disabilities mentioned in the Rights of Persons with Disabilities Act, 2016,
so that disabled children and youth can get proper facilities for early intervention,
education, training, and skill development. He informed that this scheme is
being effectively implemented for other categories of persons with
disabilities, excluding mentally challenged and mentally ill persons with
disabilities.
Under
the scheme, important works such as the establishment of Early Intervention
Centers, operation of Day-Care Centers and Pre-Primary Schools, operation of
special schools from primary to high school level, skill development programs
for persons with disabilities, creation of study materials, availability of
Braille and assistive devices, and operation of libraries related to persons
with disabilities are being encouraged through aid grants. The objective of
these efforts is to identify persons with disabilities from an early stage and
lead them towards self-reliance.
Minister
Kashyap informed that the Yogi government's policy is to ensure the active
participation of not only government machinery but also experienced and
dedicated voluntary organizations in the rehabilitation of persons with
disabilities. For this purpose, a transparent and technology-based application
process has been prescribed for eligible voluntary organizations. Only those
organizations will be eligible under the scheme that are duly registered under
the Rights of Persons with Disabilities Act, 2016, have a unique identification
number with registration on the NITI Aayog's NGO Darpan portal, and have a
minimum of two years of work experience in the field of persons with
disabilities.
He
also said that the proposals submitted under the scheme will be examined by a
committee constituted under the chairmanship of the District Magistrate at the
district level, after which the final decision will be taken by the screening
committee at the directorate level. This will ensure that assistance is given
only to genuine, active, and effective organizations, and that government funds
are utilized appropriately and result-oriented.
Minister
Kashyap informed that all Divisional Commissioners and District Magistrates
have been instructed to widely publicize this scheme in their respective
districts, so that more and more voluntary organizations can come forward and
participate in this campaign for the rehabilitation of persons with
disabilities. He said that under the leadership of Chief Minister Yogi
Adityanath, the state government is continuously moving forward in the
direction of empowering, educating, and making persons with disabilities
self-reliant with the resolve of Sabka Saath, Sabka Vikas, and Sabka
Vishwas.
