06 Jan (HS): At a cabinet meeting chaired by Chief Minister Yogi Adityanath,

two important and far-reaching proposals related to the Higher Education

Department were approved. The Yogi cabinet approved the liquidation of JS

University, Shikohabad (Firozabad district), and also approved a proposal to

issue a Letter of Operational Authority (LOP) to the off-campus of IIM-T

University, Meerut, located in Greater Noida.

Giving

details of the cabinet decisions, Higher Education Minister Yogendra Upadhyaya

stated that the Yogi government, adopting a zero-tolerance policy towards

corruption and irregularities, has decided to liquidate JS University,

Shikohabad. An investigation revealed that the university, in violation of

regulations, issued fake and backdated mark sheets and degrees for the B.P.Ed. Course,

which were used by candidates selected in the Rajasthan Physical Education

Teacher Recruitment Examination-2022.

He

stated that the Rajasthan Police investigation, the arrest of the university's

Chancellor and Registrar, and the reports of government-appointed inquiry

committees established serious irregularities. The investigation also revealed

violations of various sections of the Uttar Pradesh Private Universities Act,

2019, including abuse of the power to grant degrees, the systematic

distribution of fake mark sheets and degrees, non-compliance with prescribed

land standards, and the failure to provide mandatory information to the Uttar

Pradesh State Higher Education Council.

In

view of all these facts, the Yogi government has decided to liquidate JS

University, Shikohabad, Firozabad. After liquidation, all the university's

records will be kept under the custody of Dr. Bhimrao Ambedkar University,

Agra, and mark sheets and degrees previously issued by JS University will be

authenticated based on those records. It has also been decided to form a

three-member interim committee under Section 55(6) to manage the university's

activities during the liquidation period. It is noteworthy that JS University

was established in the year 2015.

The

second important decision in the cabinet meeting was related to the

establishment of an off-campus of IIM-T University, Meerut in Greater Noida.

The Higher Education Minister informed that under the Uttar Pradesh Private

University Act, 2019 and its Second Amendment Act, 2021, provision has been

made for the establishment of an off-campus centre. In this sequence, 4.796

acres of land was identified in the Greater Noida Industrial Development

Authority area by the sponsoring organization, Association of Management

Studies, Meerut, for which a Letter of Intent (LOI) was issued on 25 February

2025.

The

Yogi government has now approved a proposal to issue a Letter of Authority to

Operate (LOP) to the sponsoring institution to operate an off-campus of IIM-T

University, Meerut, in Greater Noida. He said this will expand higher education

opportunities in western Uttar Pradesh and the NCR region, providing students

with access to quality higher education within their own region.

Higher

Education Minister Yogendra Upadhyay said that the Yogi government is fully

committed to ensuring quality, transparency, and discipline in higher education

in the state. Strict action is being taken against violations and necessary

decisions are being taken continuously to expand education.
