Zelenskyy articulated that genuine Russian intent to end hostilities would prioritize diplomatic engagement over missile barrages, energy blackouts, and reconnaissance of nuclear power plant sites, which Ukrainian intelligence has identified as preparation for potential attacks. These developments, he noted, clearly indicate that negotiations remain subordinate to operational priorities.
