New Delhi, August 9 (HS): Delhi Assembly Speaker Vijender Gupta announced on Saturday that the third session of the Eighth Legislative Assembly, which began on August 4, concluded on August 8 after five sittings. Over a total of 19 hours and 40 minutes, the House held extensive and meaningful discussions on legislative, financial, and public welfare matters.
Summons for the session were issued on July 28, and meetings were held on August 4, 5, 6, 7, and 8.
Under Rule 280, the Assembly received 171 “Special Mention” notices, of which 62 issues were raised on the House floor. These matters — related to civic, administrative, and policy issues in Delhi — have been forwarded to the concerned departments with instructions to respond within 30 days.
During the session, three important bills were passed:
- Delhi School Education (Fee Determination and Transparency in Regulation) Bill, 2025
- Delhi Goods and Services Tax (Amendment) Bill, 2025
- Delhi Goods and Services Tax (Second Amendment) Bill, 2025
The Speaker also addressed the issue of the so-called “Execution Chamber” inaugurated in 2022, stating that ₹1,04,49,279 was spent on its construction, which damaged the heritage Assembly building and misled the public.
Important documents and reports were tabled in the House, including:
- Financial and Appropriation Accounts for 2023–24
- Reports of the Comptroller and Auditor General (CAG) of India on finance, appropriation accounts, state finance, and building & other construction workers’ welfare
- Reports from Delhi Electricity Regulatory Commission, Geospatial Delhi Limited, Guru Gobind Singh Indraprastha University, and Dr. B.R. Ambedkar University
- The CAG report on construction workers’ welfare was referred to the Public Accounts Committee for further scrutiny.
Speaker Gupta said that the third session not only advanced key legislative work but also upheld the values of transparency, accountability, and historical integrity. Through serious debates, in-depth review of public issues, and passage of significant laws, the Assembly once again demonstrated its unwavering commitment to the people of Delhi and the democratic values enshrined in the Constitution.
