Delhi, 4 August (H.S.): The Delhi Assembly Monsoon session is set to commence on Monday, featuring a bill to regulate school fee increases and tabling two Comptroller and Auditor General (CAG) reports on the performance of the prior AAP government. This marks the third session under Chief Minister Rekha Gupta's government.

During the session, Gupta will introduce a CAG report on 'state finances for 2023-24' and another on the 'welfare of building and other construction workers' for the year ending March 31, 2023. Previous assembly sessions have seen the BJP government present additional CAG reports, accusing the AAP of mismanagement. The Delhi School Education (Transparency in Fixation and Regulation of Fees) Bill, 2025 will be introduced by Education Minister Ashish Sood, aiming to oversee how private schools set and adjust fees while ensuring transparency and parental protection.

The bill enforces strict penalties for arbitrary fee hikes, including fines for first-time offences ranging from Rs 1 lakh to Rs 5 lakh, escalating for repeat violations. Schools failing to refund fees in a timely manner face further escalating fines. This session will also embrace a paperless format, with all documents accessed electronically, continuing for five days as part of the government's digital legislature initiative.
