New Delhi, August 21 (HS): Home Minister Amit Shah on Thursday introduced in the Rajya Sabha a set of three significant bills, including the Constitution (130th Amendment) Bill, 2025, which seeks to remove the Prime Minister, Chief Ministers, and Ministers from office if they remain in custody for more than 30 days in connection with serious criminal cases.
The bills had been presented in the Lok Sabha yesterday and were brought to the Upper House today. Shah also proposed to refer them to a Joint Parliamentary Committee (JPC) for further scrutiny—a motion that the House approved. The JPC will comprise 21 members from the Lok Sabha and 10 from the Rajya Sabha, and is expected to submit its report by the last day of the first week of the next session.
Alongside the constitutional amendment, the other bills introduced were the Government of Union Territories (Amendment) Bill, 2025, and the Jammu & Kashmir Reorganisation (Amendment) Bill, 2025.
According to the provisions, any Prime Minister, Chief Minister, or Minister imprisoned for 30 days or more on charges of corruption or other grave offences would automatically step down from office. However, upon release, they may regain their position.
The statement of objects and reasons emphasizes that the move is aimed at ensuring ethical accountability in public life.
