(HS): Uttar Pradesh is actively preparing its footwear, leather, and non-leather manufacturing sectors for global competition. Chief Minister Yogi Adityanath highlighted the state's potential in a meeting focused on the MSME department, emphasizing the need for a comprehensive and result-oriented policy. The proposed 'Uttar Pradesh Footwear, Leather and Non-Leather Sector Development Policy 2025' prioritizes a cluster-based development model and identifies regions most suited for industry growth. The integration of production, design, research, and training is crucial to attract large-scale investment and provide employment for millions.
The policy is expected to generate around 22 lakh new jobs in the coming years, positioning Uttar Pradesh as a key player in the global footwear and leather market. With over 200 tanneries in Kanpur and Unnao and Agra serving as the footwear capital, the state is essential to India's status as the second-largest producer and consumer in this sector. The Chief Minister also urged the promotion of both footwear manufacturing and ancillary products, such as buckles, zips, and soles, alongside support for machinery related to leather production.The meeting also addressed the proposed 'Uttar Pradesh Industrial Estate Policy,' aimed at resolving challenges like inefficient land use and complexity in lease processes.
This policy will provide a transparent, clear, and time-bound system for plot allotments through e-auction, with land rates set by the government for anchor units. A streamlined process from plot allocation to production will enhance investor confidence, encouraging industrial development in the state.To foster private industrial parks, the Chief Minister suggested providing incentives like stamp duty exemptions, power and logistics subsidies, and single-window approvals. An integrated online application and incentive distribution system is proposed for effective policy implementation, making processes digital, efficient, and easily trackable. This multifaceted approach aims to create a robust manufacturing ecosystem in Uttar Pradesh, enhancing its competitiveness and appeal in the global market.
