The Karnataka government has released its preliminary investigation report regarding the stampede incident that occurred near the M. Chinnaswamy Stadium during the Royal Challengers Bangalore (RCB) IPL victory celebration. The report highlights that the primary cause of the incident was poor planning and negligence on the part of the event organizers.

Failure in Providing Primary Medical Aid:

According to the report, it was the fundamental duty of the organizers to ensure adequate medical facilities. However, they failed to take the necessary precautionary measures. The event lacked a proper first aid setup to handle emergency medical situations. Furthermore, the organizers had not submitted a prior application for permission, due to which the authorities were unaware of the medical and logistical needs for the event. This lack of coordination contributed to the chaotic situation.

Medical Teams Deployed by Government:

Despite the organizers’ failure, the state government had deployed two medical teams, ambulances, and fire and emergency services as a precaution. However, the report clearly states that the organizers completely ignored the importance of emergency medical preparedness during such a massive public gathering.

Inadequate Crowd Estimation and Police Deployment:

The report further notes that the police did not have sufficient time to estimate the expected crowd accurately. As a result, the turnout far exceeded expectations. Initially, 654 police personnel were deployed for traffic management. After the incident, an additional 440 personnel from 20 KSRP platoons were deployed for crowd control. Over 600 police officers, including 6 DCPs, were positioned on all roads leading to Vidhana Soudha and Chinnaswamy Stadium. Inspectors from all city police stations were instructed to assist with crowd management at the venue.

Court Orders Report Disclosure:

The state government had requested the High Court to keep the report confidential until the judicial and district magistrate inquiries were completed. However, the bench headed by Acting Chief Justice V. Kameshwar directed that the report be disclosed to all parties involved in the case.

Conclusion:

The incident was primarily attributed to the organizers' negligence and lack of preparedness. The government’s report places the responsibility squarely on the event planners for failing to foresee the scale of the crowd and for neglecting basic safety and medical arrangements.
