Investigations reveal that he was busy setting up a conversion centre in villages

bordering Nepal. He had prepared a team for this. Changur, arrested on charges

of conversion and anti-national activities, was busy setting up a conversion

centre in villages bordering Nepal. He had prepared a team for this. From here,

he was trying to make inroads into Nepal. For this, he had his eyes on the

youth of 46 villages. On the pretext of speeches, he used to try to know the

thinking of the border youth by distributing pamphlets in the gatherings. What

is their attitude towards jihad? Changur wanted to strengthen the identified

youth by giving them money. According to security agencies, there was a plan to

spend about Rs 10 crore for the Islamic movement on the border. Before this

anti-national conspiracy could succeed, the reality of Changur came to the

fore.

It

is a different matter that the investigation continued for eight months after

the FIR was filed against Changur in August 2024. The action gained momentum

only after March. People started avoiding Changur after the arrest of his associate

Naveen Bohra along with his son in April. ATS is currently interrogating

Changur. There are still two days left in remand custody.

The

wealth of Changur's close associates was increasing rapidly: In the year 2015,

Changur used to sell rings and gems from an old bike. After 2020, his assets

started increasing. Soon he started driving luxury vehicles and by 2022, his

arrogance was such that the big people of the area were stunned.

Along

with vehicles, lifestyle also changed. Not only this, the properties of his

close ones also started increasing rapidly. ATS has made 18 people associated

with Changur accused. The properties of all have also increased. According to

sources, when Changur started getting money from abroad, his behavior also

changed and he started spending on his associates as well.

The

ATS investigation also revealed that there was a huge increase in assets in the

last three-four years. Investigation of his close associates is still going on.

The ATS is looking for 14 other associates of Changur, from whom important

information can be obtained.

He

was trying to occupy the land of the barn, pond and pasture: Changur was trying

to capture government lands to further his campaign. Since 2022, he had his

eyes on disputed and government lands. He was preparing to open a shrine and a

madrasa on government lands. He had captured two places in Uttaraula itself. He

built a mansion on one, which was demolished by the administration, the other

is being investigated. ATS investigation has also revealed that Changur was

usurping government lands with the help of local administrative officials.

Along with Uttaraula, he was also preparing to capture government lands of the

surrounding villages. At the last moment, ATS foiled his plans.

In

Uttaraula, Changur got the land of a big pond registered in his name in

connivance with the tehsil employees. He also sold this land in the name of

Neetu Bohra on 12 November 2023. In this sale and purchase, payment of one

crore rupees from Neetu was also shown in the deed. Changur also had his eyes

on the government lands of Lalganj, Rehramafi, Chaparhiya, Banghusra.

The

land was sold despite the objection of the Executive Officer: The Executive

Officer of Uttaraula Nagar Palika had sent a report to the administration

regarding the filling up of the pond land. On 24 June 2022, the EO had said in

the report sent to the ADM that Changur is getting the pond land filled up,

this should be stopped. After this, Changur played a big trick and got one

crore rupees by registering the deed of the pond land in the name of Neetu. ATS

believes that this feat was possible only with the connivance of the tehsil

personnel.
