Delhi, 11 July (H.S.): The Union Ministry of Social Justice and Empowerment (M/o SJE) conducted a National Workshop and Orientation Programme in Indore focusing on the SMILE Sub-Scheme for the comprehensive rehabilitation of individuals engaged in begging (SMILE-B). The session was led by Secretary (D/o SJE),Amit Yadav, and featured participation from senior officials from Central and State Governments.
This one-day workshop gathered State Nodal Officers, Urban Local Bodies representatives, NGOs, and members of the Expert Network to enhance the implementation of SMILE-B, focusing on rescue, rehabilitation, and livelihood convergence.
Key highlights included technical sessions on rescue and rehabilitation, sharing successful real-life stories, and discussing livelihood opportunities via skill development, along with counseling methods. A panel with nodal officers from six states shared field experiences, and the day closed with training on Standard Operating Procedures (SOP) and best practices.
Beneficiaries who transitioned from begging shared their experiences following rehabilitation. A stakeholder consultation addressed revised SMILE guidelines and strategies for improved implementation beyond FY 2025–26.
In his keynote address,Amit Yadav reiterated the Government's commitment to comprehensive rehabilitation and emphasized the need for unified action and data-driven implementation. Ms. Sonali Ponkshe Vayangankar, Principal Secretary of Social Justice and Empowerment, stressed the importance of interdepartmental coordination for effective rehabilitation.
Launched in October 2023, the SMILE Scheme aims for a ‘Begging-Free India’ through collaborative efforts. With over 22,410 identified individuals and 3,400 rehabilitated, the scheme plans to expand its impact to 100 cities across 34 States/UTs in Phase 3, underscoring the government’s dedication to dignity, inclusion, and sustainable livelihoods for marginalized communities.
