Prohibitory Order Issued in Chirang to Ensure Safety During Monsoon


Chirang (Assam), 3 June (HS): In view of the arrival of monsoon and the possibility of rising water level of major rivers including Ai, Nangalbhanga, Champa and their tributaries, Chirang District Magistrate Jatin Bora has issued a prohibitory order under Section 163 of the Indian Judicial Security Code, 2023. Due to possible waterlogging, there may be a risk of flooding in residential areas, which poses a serious threat to public safety.

The purpose of this order is to prevent unsafe boat operation, public activities on river banks, loss of life and accidents during stormy weather. Under the order, operation of private boats and fishing activities in illegal ghats and rivers have been banned. The operation of boats by leaseholders has also been limited from 5 pm to 6 am at notified ghats.

Boat operation without safety arrangements like life jackets, buoys, divers and ropes has been completely banned. Carrying more passengers than the capacity in boats, sailing in rainy or stormy weather and operating boats in bad conditions is completely prohibited. Also, the general public is prohibited from going near rivers, drains and damaged or sunken roads. Crossing rivers or drains by any person is also prohibited under this order.

This order has been passed unilaterally in view of the urgent need to protect human life and property. However, security forces, forest officials, guards, government personnel on duty and persons engaged in relief and emergency services have been exempted from it.

This order has come into effect with immediate effect and will remain in force till further orders. Legal action will be taken under Section 188 of the Indian Penal Code for its violation. If any person disagrees with this order or wants exemption or amendment in it, then he can submit a written application to the Chirang District Magistrate Office.
