Speaking at a televised Kremlin Security Council session on the State Armament Programme for 2027-2036 and defense industry growth, Putin detailed tank output climbing 2.2 times, military aircraft 4.6 times, armored fighting vehicles and personnel carriers (BMPs, APCs) 3.7 times, rocket artillery 9.6 times, and electronic warfare gear 12.5 times, crediting state subsidies for modernizing facilities and ensuring troops receive evolving necessities.
Personal protective equipment jumped nearly 18 times, enabling adaptation to shifting combat dynamics like drone warfare and precision strikes, as enterprises retool amid economic stability.

Defence Minister Andrei Belousov, who unveiled the programme's parameters on December 17, emphasized future combat efficacy over sheer volume, synchronizing R&D, procurement, and infrastructure for full weapon lifecycles while prioritizing high-tech systems—strategic nuclear forces, space assets, air defenses, and communications—that claim half of expenditures.
