
Delhi, 26 December (H.S.): A Delhi court on Friday ordered the framing of charges against two accused in the case related to an attack on Delhi Chief Minister Rekha Gupta. Additional Sessions Judge Ekta Gauba Mann passed the order, and the matter has been listed for the next hearing on February 28, 2026.
During the hearing, the court directed that charges be framed against the two accused, Rajesh Khimji and Tahseen Syed, under various provisions of the Bharatiya Nyaya Sanhita (BNS). Tahseen Syed has been charged under Sections 221, 132 and 109(1) of the BNS, while Rajesh Khimji faces charges under Sections 109(1), 115(2), 221 and 132.
The Delhi Police informed the court that the complainant in the case is the Chief Minister of Delhi and a woman, and requested that her statement be recorded at a fixed time with in-camera proceedings to avoid overcrowding in court. Counsel for the accused did not oppose the request. The court subsequently ordered that all future evidence given by the complainant be recorded through in-camera proceedings.
According to the Delhi Police chargesheet, accused Rajesh Khimji attacked the Chief Minister after claiming to have seen a dream. The chargesheet states that Khimji claimed a dog sitting beside a Shivling told him that dogs in Delhi were suffering. It further said he had watched videos on social media blaming the Chief Minister for issues related to stray dogs and protests linked to the matter.
The chargesheet also revealed that Khimji had earlier staged a hunger strike in Ayodhya in May over issues related to monkeys.
Delhi Police filed a 400-page chargesheet in the case on October 18, accusing both Rajesh Khimji and Tahseen Syed of attempt to murder, obstructing a public servant in the discharge of official duties, and criminal conspiracy under various provisions of the Bharatiya Nyaya Sanhita.
Police said Khimji was upset over the Chief Minister’s support for a Supreme Court ruling directing that stray dogs be shifted to shelter homes. The ruling was delivered on August 11 and strongly supported by Rekha Gupta. According to police, the accused attacked the Chief Minister on August 20 while she was holding a public hearing.
