BRUSSELS, 22 October (H.S.): European nations are collaborating with Ukraine on a 12-point peace proposal aimed at ending the war with Russia along current battle lines, according to a Bloomberg News report on Tuesday.
The plan reportedly envisions a central role for the United States, with a peace board chaired by President Donald Trump to oversee its implementation.The proposal emerges as a concerted effort by Kyiv and its European allies to establish a framework for peace, pushing back against Russian demands for Ukraine to cede territory. While details are still being finalized, the plan is built around a ceasefire on the existing front lines.
According to sources familiar with the matter, the proposal includes significant incentives for both sides:
For Ukraine: The plan offers security guarantees, substantial funding for post-war reconstruction, and a clear pathway to joining the European Union.
For Russia: A gradual easing of sanctions would be initiated, including the potential release of some $300 billion in frozen central bank assets, contingent on Russia's commitment to supporting Ukraine's rebuilding efforts.
The framework would also require both nations to halt any further territorial advances, return all deported children to Ukraine, and conduct a full prisoner exchange.
Following the ceasefire, negotiations would begin on the future governance of occupied territories, although the plan stipulates that neither Europe nor Ukraine would legally recognize any of the land as Russian.
The report follows a meeting between Ukrainian President Volodymyr Zelensky and President Trump at the White House on Friday, indicating a new phase of intense diplomatic activity to resolve the conflict.
