The accused has been identified as Santosh Biswas (36), a resident of the Bara Neelpur area of Burdwan city.

According to police sources, the incident occurred in the Vivekananda College More area of Burdwan. Four young women were travelling in a Toto on Thursday evening when the young man on a bike flashed his genitals and made obscene gestures at them.
