Jammu, 1 October (H.S.): : In a major development, the SHO Police Station Bakshi Nagar, Jammu has registered an FIR against ex-Mayor, JMC Chander Mohan Gupta and nine others including Narender Verma alias Nitai Dass, Manju Verma , Vijay Kumar, Sanjay Kumar, Deepak Singh Rana, Varinder Dogra, Deepak Singla, Rajeev Sambyal and Rajinder Abrol regarding the theft of 13 cows and 24 calves and misappropriation of around Rs 97 lakh of Hare Krishna Gaushala near Eden Garden, Shakti Nagar.
The FIR No. 0125/2025 under Sections 316, 318 (3) and 325 BNS, 2023 has been registered on the directions of Judicial Magistrate 1st class (Munsiff) Jammu-Rekha Sharma on the complaint of Rohit Bali, general secretary of the Hare Krishna Gaushala Charitable Trust.
The complainant/whistle-blower in his complaint has alleged that he had personally purchased 25 cows along with 24 calves and before the taking-over of the management of the Gaushala by the Deputy Commissioner, Jammu the applicant got the reports regarding missing of cows and their calves and other illegal activities being carried out in the Gaushala by the accused persons including ex-JMC Mayor, Chander Mohan Gupta.
The complainant approached the Tehsildar, Jammu Khas on 19.03.2024 for a proper inquiry into the matter and the Tehsildar directed Naib-Tehsildar to visit the Gaushala and submit report regarding the illegal activities. The Naib-Tehsildar submitted his report dated 23.03.2024 wherein he highlighted the embezzlement of funds and illegal interference in the management of the Gaushala by the ex-Mayor JMC, Chander Mohan Gupta and 09 others.
Apart from this, the Tehsildar also directed the Chief Animal Husbandry Officer, Jammu to submit his report regarding the status of cows in the Gaushala and upon an inquiry the Chief Animal Husbandry Officer submitted his report dated 06.07.2024 wherein it was mentioned that 13 cows and 24 calves were missing from the Gaushala.
Upon these revelations, the complainant Rohit Bali approached SHO Police Station, Bakshi Nagar for registration of FIR against Chander Mohan Gupta (ex-Mayor JMC, Jammu) and 09 others for theft of 37 bovines and misappropriation of Rs 97 lakh (cost of milk of the cows) but the FIR was not registered which forced the complainant to approach SSP, Jammu but even then no action was taken and thereafter the complainant was constrained to invoke Section 175 (3) BNSS 2023 by filing an application in the court of Chief Judicial Magistrate, Jammu for seeking appropriate directions to the SSP, Jammu and SHO, P/S Bakshi Nagar to register FIR.
The CJM Jammu entrusted the matter to Judicial Magistrate 1st Class (Munsiff), Jammu for disposal under law. The JMIC (Munsiff), Jammu Rekha Sharma vide order dated 01.02.2025 directed that there are contradictions in the reports submitted by the complainant and the police and after considering the matter the court observed that prima facie there is disclosure of commission of cognizable offences and as such SHO P/S Bakshi Nagar was directed to investigate the matter under law.
Despite the directions the SHO Police Station Bakshi Nagar did not register the FIR and accordingly the complainant Rohit Bali on 06.06.2025 filed a contempt petition against Azad Manhas, the then SHO Police Station Bakshi Nagar and on 26.09.2025 the JMIC (Munsiff) Jammu took a serious view of the matter and granted last opportunity to the alleged Contemnnor SHO P/S Bakshi Nagar to comply the order of the court dated 01.02.2025 and in case of default, the court directed the personal appearance of SHO P/S Bakshi Nagar.
Facing contempt of court action in view of the directions dated 26.09.2025, the SHO Police Station Bakshi Nagar vide No. 1112/57/PS dated 29.09.2025 intimated the court of the JMIC (Munsiff), Jammu-Rekha Sharma that a case FIR No. 0125/2025 under Sections 316/318 (3)/ 325 BNS,2023 has been registered and investigation of the instant case is in progress which is being conducted by ASI Ashok Kumar of P/S Bakshi Nagar.
