Guwahati, 09 June (HS): Assam and the European Union on Tuesday launched the Blue Valley Cluster in Guwahati, opening a new chapter in economic and industrial cooperation focused on bioeconomy sectors such as flavours, fragrances and AYUSH. The initiative is designed to promote investment, innovation, research and business collaboration between European enterprises and Northeast India.

The programme was launched in the presence of Assam Chief Minister Himanta Biswa Sarma, EU Ambassador to India Hervé Delphin, Ministry of External Affairs Secretary (West) Sibi George, Belgium Ambassador to India Didier Vanderhasselt and representatives of the Federation of European Business in India (FEBI). The initiative translates the broader India-European Union strategic partnership into a region-focused development framework.

Positioned under the wider Blue Valleys programme and aligned with the EU-India Comprehensive Strategic Agenda adopted at the January 2026 summit, the cluster seeks to strengthen industrial cooperation, encourage innovation-led growth and create opportunities for cross-border investments. Assam was highlighted as a rapidly growing economic hub with strong connectivity, rich biodiversity and increasing relevance in global value chains.

On the sidelines of the launch, Chief Minister Sarma held discussions with Ambassador Delphin and senior officials on expanding economic engagement. A roundtable luncheon with European business leaders explored prospects in technology partnerships, industrial development, skill enhancement and investment promotion.

Addressing the gathering, Ambassador Delphin described Assam as an emerging destination for global investors, citing its natural resources, skilled workforce and commitment to sustainable development. He said the Blue Valleys initiative would help connect European and Indian businesses while supporting environmentally responsible growth and community welfare.

The ambassador also referred to ongoing EU-backed projects in Assam, including urban development and river basin management programmes, expressing confidence that stronger cooperation would generate long-term benefits for the entire Northeast region.

Chief Minister Sarma said the partnership reflects a common commitment to building a sustainable and innovation-driven economy. He identified sectors such as semiconductors, electronics, defence, aviation, tea, agarwood, organic food products, natural fragrances and AYUSH-based wellness industries as key areas for future collaboration.

He noted that the platform aims to integrate farmers, women-led self-help groups, startups, researchers and industries into international value chains, creating new opportunities for technology transfer, employment generation and economic growth.

During their visit, members of the European delegation also toured the semiconductor manufacturing facility of Tata Semiconductor Assembly and Test Private Limited (TSAT) at Jagiroad to assess Assam’s expanding capabilities in advanced manufacturing.

In a significant outcome of the visit, the Assam Industrial Development Corporation Limited (AIDC) and FEBI signed a Memorandum of Understanding to enhance commercial engagement between Assam and Europe. The agreement seeks to facilitate investment promotion, business networking, institutional cooperation and knowledge-sharing between enterprises from both sides.

The state government invited European companies to explore investment opportunities in Assam, highlighting policy support, industrial infrastructure, land availability, streamlined approval mechanisms and workforce development initiatives.

Officials said the Blue Valley Cluster is expected to serve as a model for sustainable industrial cooperation by linking local biodiversity and innovation ecosystems with international markets. The initiative is aimed at expanding opportunities for farmers, entrepreneurs, women, youth and MSMEs while boosting trade, investment, skill development and inclusive economic growth across the Northeast.--------
