Resident doctors’ shutdown turns functioning of central medical institute in disarray
Shillong, Apr. 4 (HS): Normal functioning of the North East Indira Gandhi Regional Institute of Health and Medical Sciences (NEIGHRIHMS) was affected on Thursday as the resident doctors of the institute launched an indefinite strike following the “failure” of the administration to address the grievances faced by the resident doctors. The NEIGRIHMS Resident Doctors’ Association (NRDA) on Wednesday called for an indefinite total shutdown of services, except for emergency services, from April 4 morning. Sending an ultimatum before the Ministry of Health and Family Welfare, Government of India, the NRDA stated that the shutdown will continue till the incumbent Director, Dr. DM Thappa is removed and repatriated from the post. In a letter submitted to the Secretary of Health, Ministry of Health and Family Welfare, government of India on April 3, the NRDA apprised the former of the various “discrepancies” in the functioning of the premier health institute in the Northeast. “We have no other options left but to save this institute from further devastation, NRDA is calling a total shutdown of services from April 4 morning that will continue until the incumbent autocratic Director is removed/repatriated from the post…” president of the association Dr Synrang Batngen Warjri said in the 13-points letter. It was informed that the NRDA held an emergency general body meeting on April 2 evening following the “constant failure” of NEIGRIHMS administration under the leadership of Director, Dr DM Thappa to address the problems faced by the resident doctors. The NRDA raised several issues like lack of fully functional super specialty departments, de-recognition of PG seats in series, resignation of faculties in series from various departments, “forceful” removal of faculties, shortage of manpower in the emergency department besides others. “Till date, there is only one fully functional super specialty department in the institute and this is due to sheer lack of support from the administration and its inefficiency,” said the NRDA president. He also mentioned that since the joining of this Director, there has been de-recognition of PG seats in series due to “administrative lack of will” adding that some of the seats have been recognized later through the Court’s interference but only after losing few batches. “Faculties are resigning in series from various departments including Department of Medical Oncology, Anaethesia, Gynaecology and Obstetrics, Paediatrics, Radiology, Orthopaedics. NEIGRIHMS is already running with acute shortage of faculty and this constant resigning of faculty due to administrative letdown under the incumbent Director is leading to crisis like situation in the institute which is affecting the people of Northeast,” said Dr Warjri. Referring to the shortage of man-power in the Emergency department, Dr Warjri informed that only one junior resident is taking care of emergency night duty accompanied by interns. “ This is a matter of grave concern as emergency department is one of the most vital part of a hospital and institute,” he said. “Since the joining of incumbent Director, matter is going from bad to worse as even junior residents are being recruited less in number and appointment is taking unnecessary delay. Candidates who have passed from own institute are constantly neglected when it comes to selection,” he alleged. The NRDA also alleged that there have been constant harassment and intimidation of the past president of NRDA for taking up genuine issues. The former NRDA president, Dr Tony Ete had to face character and integrity assassination, alleged Dr Warjri. “Dr Tony Ete, a tribal student from Northeast region, who did DM in cardiology from NEIGRIHMS itself was harassed by the autocratic Director in alliance with his accomplices with the sole motive to cancel his joining in the institute after handing over appointment order and destroy his career,” said the NRDA president.It may be mentioned NEIGRIHMS is a medical institute of the "Scotland of the East".
